I have a 13 year old who has never done anything like this before. Wondering what the difference between the Budget Pack for Arduino and the Starter Pack for Arduino is. Also is there enough support that he will be able to figure it out on his own?

Both kits contain enough parts to get through the first few lessons of the Arduino tutorials in the Learning System. Most people are able to complete those on their own, but there is always help here in the forums if it is needed: https://learn.adafruit.com/search?q=arduino%20lesson
The Starter Kit also includes a proto-board and a power supply which is good to have if you want to be able to run your projects without being tethered to the computer via USB.
