AVR device not responding

I am using a Prolific USB > serial adaptor on Mac OS X 10.9 with the latest Prolific driver (1.5.1)
I have programmed this minipov3 before so I am pretty sure it is assembled correctly.

Not able to get the minipov3 to respond.

This is almost always a problem with connections to the target. The programmer is not seeing any response from the target. Check your connections, use different wires if necessary
