Troubleshooting:VCF problem

Hi. My English is not good but hope you understand me.

When I soldered parts on VCF section, I soldered Q10 in the opposite direction by mistake.
Thereby, it seems that Q21 and C27 was broken.
After replacing them, pin 1 and pin 6 of VR4 still made no signal.

I checked all R and C value, they looks correct value.
Then, I measured all voltages on VCF section, and compared with voltages of Eagle layout which is published in Analogue
Section Reference Voltages thread. I found that some point showed different value, and they show blue figures in attachment.

However, I can't understand what it is caused by.
So, please tell me what shoud I do.
