Power Voltage Far Too High

Power Voltage Far Too High

So I've been building a WillyXYZ x0x recently and I ran into issues with the power supply. Following the adafruit guide I ended up with all the correct voltages up until it was time to measure the output, where it the voltages (according to my multimeter) reach the 1000s... I traced some voltages according to schematics I found and everything lined up before IC22... so I ordered a new one. But replacing it didn't change anything

I'm stumped. Any ideas?

I have quite the same problem. My power supply voltage is to low instead. 9.6 V against expected 12 V.
