Power Section Voltage Problem

I've just started working on a partially built Adafruit XOX V1.5 (Green PCB's).

The Power Section was mostly built up but the Jumper hadn't been installed and the R5 resistor was wrong.

I've fixed the build mistakes and finished up to the Voltage test but i'm only getting 4.8V at pin #5 of IC23.

Can anyone suggest where to look to fix this ? I have a DMM (and a 'scope if needed).

PS

R178 and R179 are already soldered in , should I lift one side of those for this test ?
Edit : checked with those lifted , no change.

Could the LM336 be faulty ?
