Help in Designing a board

Hello:

I'm ok with a soldering iron, and constructed a successful PAVO MIDI Tools kit a few years back, but that is about the limit of it.

I need some help designing and building a one of a kind MIDI tranposer box. Specs . . .

MIDI In & MIDI Out
reostat controlling transposition level (+/-12 semitones)
LED readout of transposition level (3 character)

Programming adds a transposition level, but mutes certain notes, and while other notes go through without transposition. This unit would be for use with an acoustic organ equipped with a MIDI In. The organ switches registers by playing certain [dead] notes in the high octave of the keyboard.

Please contact me via email ([email protected]), if you can program a chip (I can provide a rough analog of the code in C) to do this, design a board incorporating the chip, MIDI ports, the reostat, and the LED, provide the parts and instructions. Ultimately I'd need an estimate to forward to the friend of mine who wants to build this.
