solar board issue

Put this together and all the soldering seems solid but, though the battery charges, the phone won't charge. Here are the relevant pics:

I have another but three's too big to upload in a single post.

Everything seems to have power until you get to the mini-usb connection to the phone. It's puzzling. Trying to prepare it as a birthday present for my daughter but if it doesn't work will have to do something else ASAP.

The USB on that board is an input not an output You can't use it to charge a phone.
