Okay this looks like you desire to make a BMX (short) Spoke POV that one has LEDs on one side of the board/bike. Looks like missed the J2 connector used to upload new images to the EEPROM or flash new firmware into the microcontroller if you ever want to do that as well. Apart from that it looks okay.

No the device will not work. You have provided no mechanism to upload new pictures to the EEPROM as would ordinarily be done with this design.
If you had the EEPROM pre-programmed either as it comes in the kit or in another SpokePOV device that did have the J2 connector it could be made to work, but would not be recommended. You're going to want to easily and quickly change images as you create your digital image masterpiece.
If you're doing your own board, you might consider a 3 battery design, perhaps using AAA cells to fit, so you can have the more exotic colors like pink, blue, green, white.

you do realize that you can use the existing design and just cut off the bottom 2" of the PCB, right?

flatron- yes, with J2, you will have a working design. And Ladyada is correct, the original SpokePOV design was done in a clever way with the intention of being able to cut off the last 8 LEDs and battery to fit on a BMX bike. I myself ran a pair of her boards assembled in this manner.
