I have one (of three) spokePOVs that has all the LEDS turn on when the batteries are connected.

All three were working (mounted on a wheel and tested). The problem began when I removed them to paint them with 'Liquid Electrical Tape' to provide some weatherproofing. This looks to have worked for two of them, but the third has the problem mentioned above.

Removing the coating is possible, but is not something I am looking forward to. Ideally I would prefer to only remove the coating over the damaged part or area. Does anyone have any suggestions as to what might have failed to produce this symptom?

try swapping chips around

It was working, so the chips are in the correct locations - but if you think it is chip related, I will remove the coating from them and see if one has shorted/lost contact.

The problem turned out to be a short between pins 9 and 10 on the 10 pin header.
