We just finished our spoke POV. It went together like a dream. A grand daughter is now an accomplished assembler. Thank you for this project. Production of ambitious artwork is underway.
One problem though. Four LEDs connected to IC7 come on at the beginning of each and every one of the demos, remain on during the program, and then go out. rng6-4 through rng6-7 AND the same lamps on the other side of the board that are connected to the IC8. Programs up load and down load fine. The four continuous LEDs are not part of the program.
I can find no problems with the soldering. The real kicker is that the same lamps on the other side are affected exactly the same.
Ideas? anyone

It was just discovered that on first display after power up, the four lamps act in concert with the others.

Further experimentation has revealed the problems were all management induced. She put the thing on her bike and it works perfectly.
