What are some possible solutions for achieving POV without the hall effect sensor?
IE SpokePOV without the hall effect sensor, and by extension NO refernece of its rotation relative to the bike.
The only solution/idea i can come up with is using an accelerometer (such as an ADXL202) in a tilt sensor configuration. As the wheel rotates the force of gravity will change from one axis to the other. This will give the SpokePOV a potation position in any angle.
Any takers?

I'd go with an inclinometer. These provide you the actual angle of tilt, and are usually about the same price as an accelerometer. Here's a good one I used in a balancing robot:

Sometimes you can beg the manufacturer for free samples.
Just note that it's -90 to 90, so on a bike it will overflow, ie if using analog 0v-5v-0v is 1 revolution. This one also has a built in ADC for digital output.
