2 capacitors not mentioned in schematic

2 capacitors not mentioned in schematic

Whats goin on, spokePOV newb here. I have 3 kits with the blue LEDs. Its actually for my senior design project and we had to make the board ourselves. I used the most recent schematic from the downloads section and it does not mention the two caps that came with my kit. I searched and saw that the ceramic one is not an issue:

just wanted to verify that the cylindrical one (dielectric?) was optional as well.

The program i used for making/routing the board was PADs Layout and PADs Router. If anyone wants the files i can post them. My board came out about 2x the size of the one from the kit :lol: but our instructor made us use HUUGE traces.

they are power decoupling cap
they were added in the most recent revision. while not -essential- they do help stability.

stability is relevant to my interests. If its not too much trouble, could you point out on the png schematic where they should be placed?
