hi there, when you apply 12VDC do you hear a 'click'?

I do not hear a click.

There were no instructions in the box.

I assume this product was sold and returned for credit.

Possibility it was damaged during its original sale.

These products should be inspected for completeness and test before restocking.

Please advise

Please contact support@adafruit.com with a link to this thread and ask for a replacement valve.
