Power LED Turns off when Jumper

Power LED Turns off when Jumper
When I set the jumper to provide power to my chip using the jumper the green power led goes off on my tinyisp and arvdude says cannot be found. Any suggestions Thanks

If you disconnect it from the chip, does the green light stay on? You may have a short in the circuit you are trying to power.
If you post photos of the front & back of the USBTinyISP board, we'll check the assembly.

No I had it unplugged when i changed the jumper. Disconnected from the chip the led will turn off the second I connect the jumper

IC2 is installed backwards. Make sure that the notch on the chip lines up with the notch on the silkscreen.

well that probably explains it. I've had this thing sitting around for five years and this is first time to use it. Thanks for the help!
