Should these be able to work together?
Currently I get red low battery LED even while charging, and it
eventually goes off. But it doesn't seem to get the battery charged.
(low batt light comes on immediately when disconnected from 5V charging input).
I'm connecting it to an an Intel Edison.
PowerBoost 500 Charger +Lithium Ion Battery Pack - 3.7V 6600

Have you fully charged the battery without anything connected to the power output?

I am trying now.
One thing I notice is that using the USB Charger Doctor is now showing .25 Amps where it was pulling .50 Amps when I first plugged it in.
I would have expected it to try and pull the full .50 Amps while charging. (I'm plugging directly into a 5V 2Amp usb wall wart).

The amount of current sent to the LiPo changes during the charging cycle. You should see it trail off as the battery approaches full charge.
