Green LED doesn't flash

I just received 2 TV-B-Gone kits, and neither pass the initial LED flash test. I tried swapping the chips, with no success.
Here are the checks I've done, using new alkaline batteries:
Checked the switch - pressing the switch grounds pin 1
Checked that Vcc was at pins 4 to 8
Checked the green LED by grounding pin 5 (with the chip removed)
Checked the IR LEDs and driver circuitry by grounding pin 5 through a 10 K resistor (with the chip removed)
All the above tests check out. The LED flash test failed before I finished populating the boards - only the called-for parts were on the board at the time.
Is it possible that unprogrammed chips were supplied with the kits?

we think some kits earlier this month got bad chips, email support@adafruit to get new ones!
