First Test Short

First Test Short

I put the tv b gone kit together as directed up until the part in the
instructions where it says to connect the battery and see if the light flashes.
The light did not flash and the batteries heated up. I triple checked every
single solder joint and they are all perfect shiny joints. I made sure the chip
was inserted correctly and everything. Where do you possibly think I went wrong.

PS- The batteries heat up without the chip installed too
