Only 2 of the 4 LEDs on my circuit turn on. Please help!!!

Only 2 of the 4 LEDs on my circuit turn on. Please help!!!
I can only get LED1 and LED3 to turn on. The rest of my circuit is fully functional and those two LEDs can turn off TV's but I would like to get all four working. I have tried fixing the solders, changing batteries, and adjusting everything.

The soldering looks OK. Double-check the LED orientation. A reversed LED would not light.
Re: that last photo - powering it up with all those un-trimmed leads is asking for a short circuit. That could have damaged some of the output transistors.

Is it possible to unsolder the non working LEDs and their transistors and put new ones in and resolder them? I have extra pieces at the parts shop at uni. Or would it not be worth it?

That is possible. If you have some solder wick and/or a solder-sucker handy, that will make the job easier.
