The green LED flashes when it's supposed to but I suspect the main LEDs don't, since I detect nothing from viewing them thru my digital camera.
Everything is connected exactly as the instructions show but C1 was missing so I bought a 0.1uf cap at Radio Shack.
All polarizations are correct.
I haven't included a photo since it looks exactly like all the (correct) photos I've seen here.
I'm a EE but I'm not willing to troubleshoot this to death.
If there's a no return or replacement policy I suppose I'll have to bite the bullet on this one.
So much for future orders.

Please attach photos anyway, you may have overlooked something.
The fact that the green LED flashes though is a good sign. That means the microcontroller should be working, so the problem likely lies in the driving transistors or IR LEDs.
If you're sure everything is in the right place and around the right way, check for bad solder joints or shorts. Verify continuity between components as per the schematic.
