Forrow up to tv-B-Gone constraint question

I am having some great success at routing out the Tv-B-Gone without the PCB for my build. But on the schematic there is a separate capacitor schematic. It contains C1 and C2.

There is no obvious wiring connection for the actual circuit, do I just throw it in line with the VCC and GND coming off of the battery before it hits the micro-processor? Or do I need to place it somewhere different? in the circuit?

There is no obvious wiring connection for the actual circuit,

The labels indicate common connection points in the circuit. "VCC" is connected to "VCC" and the "GND" is connected to "GND".
