LPCxpresso heat issue

I've been working with an LPCxpresso (lpc 1769) for a class this semester so I decided to buy my own. I just soldered the header pins on and tried to deploy a program onto it through the usb cable from the LPCxpresso 6 software. It gave the errors

and

02: Failed on connect
02: Failed on connect
Target marked as not debuggable.

Didn't find a lot of information on this that made sense. Again it was brand new out the box. The main issue is it heats up tremendously on a certain portion. It's on the LPC link side, kind of next to the small 10 pin connection on what looks like a transistor. Now that I found this I can plug it in to the USB and within two seconds or so it gets so hot that it can easily burn skin (just on or near this certain component, not the whole board).

Basically at this point I'm not sure where to go from here. I have no idea if this was a problem out of the box or if potentially I caused it or if I haven't done something I should have? Please help!
