I am not unfamiliar with the power of the arduino. I used one to create a dynamic human interactive wall almost 5 years ago in college for my thesis, but my brain is soiled with real world applications in the career that I chose so I am in the dark.
I could not find all my arduino stuff so I must start from scratch, therefor I wanted to start with the R3 to drive two 60 led RGB strips to create navigation lights for my boat.
Is this the right route to go? In addition, where would I start on powering these guys + what would I need to get started with the design development before I even start mounting these to my Hull.

You wouldn't power them directly from the Uno R3. Instead, you would power the Uno in parallel with the strips.
