Checked all important pins:
3.3v is good, program reads 3.3v but reset reads 0.1v. a bit of googling reveals this means a dead teensy.
It was plugged into the OctoWS3811 adapter, receiving power over usb. The led strips (2 5m) were receiving power from a separate ATX power supply.
The solder joints on my headers are clean,and I have thoroughly cleaned the board with alcohol and a toothbrush.

Have you tried it disconnected from all other devices? Does it do anything at all?

Yes, I've tried running it alone with nothing connected and it still acts dead. The program uploaded onto it (spectrum analyzer from a tutorial on here, modified to use OctoWS2811 library) should blink the led as a power indicator but I don't even get that.
