IKEA LED controlelr

I recently purchased the following from ikea

I want to purchase a board that I will code to be able to light the LEDs in their various colors in different sequences but I have no idea where to start. I put a multimeter on the ends of the LED strips and it looks like out of the 4 terminals at the end of the strip( so I'm guessing RGB and Gnd) they fluctuate between 0 and 9.6 Volts.

What board should I start with to help with this project? Thanks!!

If you have no other Arduino products I'd start with the Arduino Uno and a breadboard and power supply just makes it easier.
