Hello. Working with an Arduino UNO Rev 3 tonight and I could not get any action from Pin 7. Checked the schematic and saw it is connected to AVR pin 13. Bugged it out and there was no connection! Looked more closely and found the problem: pin 13 on the AVR socket was bent out sideways on the board, it was not through the board at all. Used a soldering iron to melt the plastic a little on the socket and was able to tack solder the bent pin to its PCB pad. Now everything works fine.
Just a heads-up if you are having trouble with a pin.

Yikes.. that kind of thing should normally be caught by the QA tests.
