The segments are LEDs. It doesn't matter how large they are physcially.
The average LED's working current is 25mA.

The larger display has 2 leds in series per segment. Although the forward current is the same, the forward voltage is doubled.
Not sure about the power dissipation 'per segment' stat. It doesn't add up given the doubled Vf. I believe that should be 'per led'.
