it's interesting - I looked at some PCBs covered by CERN OHL v1.1 and I didn't see ANY copyright on them!

For example this one:

Is it possible that this particular license covers just design documentation (including schematics and PCB topology), but not actual PCB?...

hmm, not exactly sure what you mean - you might want to email the owner of the project since they would be able to completely answer how/what/why they licensed the hardware for sure.

Don't forget that you no longer need to have a copyright notice on your "published work" for copyright to be in effect. I think the idea is that you don't put a CERN copyright on YOUR work.
