Is it possible that this particular license covers just design documentation (including schematics and PCB topology), but not actual PCB?...

Don't forget that you no longer need to have a copyright notice on your "published work" for copyright to be in effect. I think the idea is that you don't put a CERN copyright on YOUR work.
