Motor Shield V1 power issue

I recently bought a pre-soldered motor shield. I'm a complete newbye, but the shield cannot power dc motor neither by the arduino usb (jumper on) neither by a external power (jumper off). Furthermore, i've saw that even with the jumper off, motors are still powered. I post some image of my shield and thank you in advance,

That is not an Adafruit shield. It looks like a copy of a very old design - with a few component changes. For support on this shield you should contact the seller.
