Sorry, I did not notice that we are on page2. To answer your question, yes that is with the RGB LCD installed.

OK. That means that there is no short circuit or other fault on the shield that is preventing the Arduino from running at all.
But if you are still not seeing any Serial Monitor output from the i2cscanner, there must be something on the shield that is keeping i2cscanner from running. That probably means some soldering or assembly issue with the i2c port expander chip. Is it possible to get some sharper photos showing the chip?
One thing that helps for good photos is plenty of light. If you put the board near a window or even take it outside you may get better results.

You should be able to re-size them to keep them under 1 megabyte. 800x600 is a good size for posting.the file size is too large to transmit with this means.
From what I can see, the chip is positioned correctly. But a clearer look at the solder would be helpful.

Thanks, those are much clearer. Your soldering on the chip looks fine. The solder joints on the header pins for 5v and GND have not flowed well onto the solder pads. There are a few on the top-side of the display header that look a little suspect as well.

When you say header pins for 5v and GND, do you mean the highlighted pins?

I have attempted to repair the pins noted plus any others that appeared to be in question. I am able to repeat the serial monitor output for the ASCII Table. But when I try Hello World I get the same empty blocks.
