Flora Neo/Geo (neopixel) Watch (Wearable)

Hello,
Can someone explain to me how you tell time (hours and minutes) with a neopixel ring of sixteen LED's and how this is done. Seems a twelve LED Neopixel Ring would make more sense. I really like the concept. Just need to understand the theory behind it. Thanks Much.
