Ice Tube Clock Resetting and beeping

I assembled the ice tube clock exactly like the instructions on the website. When i start up the clock and set the time, the time is solid and is working properly. After about 3 minutes, the clock resets itself and starts blinking but shows the correct time. It blinks at intervals of 2 seconds and then after about 2-3 minutes it keeps on repeating the reset and blinking. What do you guys think the problem is?

edit: it also seems to reset when i try to set the brightness. I passed all of the voltage tests too while assembling the clock.

Check the voltage on the first pin of the 7805 regulator during a reset. See if the voltage drops.

the voltage does not drop from the first pin of the 7805

OK, so it is not a short that is resetting the fuse.

The solder on one side of C10 looks a little cold. This is part of the power-sense circuit. Reheat that & make sure it has flowed onto the pad.
While your iron is hot, look over the rest of the board and touch up anything looks dull or hasn't flowed well onto both the pin & the pad.
