Ice clock not working

I've been working on and off on this project for awhile, and I need some help.
All the voltages and steps worked, but when I assembled the kit, this is what i get.

What is the black thing on the bottom near the header? Can you also post a photo of the solder-side of the tube board?

Looks like a mounting bolt and nut to me.
