Just put together my ice tube clock, but having problems with the tube (i think). The volt meter is coming back with good voltages, and i reflowed all solder joints, even checked the components. But no luck yet. When i plug in i get a beep but no display.
I'm getting:
9.4 V Off wall wart
9.06 V on Pin 1 ic3
0.0 V on Pin 2 ic3
5 V On Pin 3 ic3
4.6 V on q3 pin 1
0 v on q3 pin 2
4.7 on q3 pin 3
52.3 V on d3 w/o vfd chip
14.3 V on d3 w/ vfd chip
4.7 V on r3 w/o vfd chip
4.67 V on r3 w/ vfd chip
I've been reading the forums and what i can gather is the pins for the tube should be getting voltage. So i checked.
Pin 2 was 4.67V
Pin 13 varied 1.2 to 1.4
Pin 20 varied between 0.0 and 3.6
Hope you can help. Please let me know if you need anymore info.

The numbers sound OK, but the photos are a little fuzzy. Probably too little light. If you shoot them outside or next to a window it might give you better detail.
Also a shot of the solder-side of the tube-board would be helpful.

Yeah sorry took them on the workbench under florescent. Murphy's law caught me, right after sending, I think i found the problem. The tube was twisted one pin to the left. You may be able to see it in the pict? I was able to unsolder the tube but the board got a little too hot. I'm going to get another end board and try again. When i get it up and running i'll send a pict.of the finished project. Thanks.
