Monochron build getting 7 Volts for Volage Check

Any ideas, why I am measuring 7V when doing the monochron clock build. I double and triple checked my resistors. After installing IC2 and doing the voltage as shown in the steps, I am seeing 7V not 5V. Any ideas? Could I have a defective IC2? Has anyone run into this issue?

Post photos of the front and back of the board and we'll check over your work so far.

One common cause of higher than expected voltage readings is a low battery level in your meter. Make sure you have a fresh battery and check the meter against a known source voltage.
