I get the beep when it is plugged in. However, when I test the voltage, it only comes out to 8.7 V.
For you convenience, I have attached a picture of the board and the soldering on the back.

What is the value of R5? It looks as if you've installed the 10k resistor as R3, which could indicate that the resistors for R5 and R3 were reversed.

AH that is what's wrong. I managed to take them out, but now the R5 resistor's wire is too short to fit. Should i just pick one up from Radio Shack?

That's one option. Another option would be to use one of the cut-off leads from another part. One way to do that would be to solder the 10k into the R5 resistor hole; solder a cut-off from another part in the other R5 hole; loop the cut off around the nonsoldered R5 lead; solder the cut off to R5; and trim any excess wire.

Unfortunately in the process of trying to remove some excess solder, the lead snapped off the resistor completely. I'll just go to Radio Shack and pick up a pack of R3 and R5 each.
