Ice Tube Clock Kit: Boost converter only generating 30v

I'm on step 36 in the ice tube clock kit assembly process, and I'm only getting 30V out of my boost converter. I've tried a couple different power supplies, the included 5V and a 12V I had lying around. Same result with either.

The jumper wire runs from R1 to C4 because I managed to burn off one of the contact pads while desoldering/resoldering the wrong part. Done from info I got from this post.

Since no one else has replied, I'll weigh in. It's been a while since I built my Adafruit Ice Tube clock, but I believe my voltage was similarly low. I finished building the clock anyway and everything worked fine. So I would suggest proceeding with the build.
