I've noticed that every single chip manufacturer seems to have their own JTAG related programming device for their particular chips. In part I realize this is also because they use different pin outs, and further that there are some more 'generalized' devices such as the Seeger J-Link you offer. However, my understanding at least is that many of these differences relate less to the JTag standard itself and more to the enhanced in-circuit debugging features available with a specialized solution.
But lets say for a moment I wanted to set aside advanced debugging and just wanted to program some chips-- Will a solution like the Bus Blaster work, again, just for programming on say AVRs just as much as Xilinx FGPAs, etc ? Or is there still something about the standards between chip makers that is different?

You might ask over at the Dangerous Prototypes site since they designed the device. http://dangerousprototypes.com/docs/Bus_Blaster
