Powering neopixel rings/sticks

I recently ordered a couple of neo pixel rings (12 led) and sticks to try out but I can't get them to light up. I'm currently using a 5.5v 800ma wall adapter with the recommended 1000uf capacitor, and still I get nothing. Do they have to be run by an arduino to even test them? I looked through the shipping package for a spec sheet or wiring diagram but one wasn't included. What am I doing wrong?

These are digital leds, so they require a microprocessor.
