TLC59711 flickers green?

I'm using the TLC59711 to implement some smooth, low level fades. I'm using a 16.5V supply to drive the LEDs. Each channel is driving 4 RGB leds, for a total of 16 LEDs. (https://www.adafruit.com/products/302). Each LED is being sent the same data. Everything is generally working fine except that I'm noticing occasional flickering. For a split second, the brightness surges, flickers, and often looks noticeably greener. Then it goes back to the programmed slow fade. It happens on all the LEDs simultaneously.

Does this ring any bells with anybody? Anything jump out as potential causes? I checked the supply voltages and didn't register any jumps when the flickering happens, but I'm not sure that my multimeter would catch such a transient problem.

I think my next step is to hook up a scope to the PWM output channels to see if that tells me anything.
