Would in need a capacitor or resistor if i am using 30 NeoPixels in strip being powered by a lipoly/liion battery? And where wold i put the capacitor since the battery is also power the 3 volt trinket?

You don't need the capacitor when using a battery.

No resistor either.what about the resistor?
The NeoPixels are smart enough to only draw the current they need.

The resistor protects against spikes on the data line. I would still use the resistor.
