Possible bad gemma

Ordered 2 gemma units but I am not able to program one of them.

When I press reset, D1 will be dim for about 1.5 seconds. If it does start to flash, when I try to upload the ide errors out with "avrdude: Error: Could not find USBtiny device (0x1781/0xc9f)" windows constantly gives me a usb device not recognized. The other one works great.
