yes, I tihnk the confusion is between the overlay and the panel itself. The dxf for the panel is fine. It has all the dimensions and it should scale fine, everything is correct. The manufacturer might ask for an igs file or use the dxf itself but it should be fine. The x0xb0x top panels are made by salem metal in massachusetts.
The file that Substyler posted I did in front panel express, directly copying the dimensions from the dxf.
The overlay file is different, it has an 1/8" bleed on all sides for the background color. It also has a cut layer so the manufacturer konws the actual overlay dimensions. As long as the layer names are labeled clearly in Illustrator the manufacturer will have no problem.
