manual pulse generator

I have possession of a manual pulse generator taken from a cnc machine. Overcoming my desire to not appear stupid, I continue. First step: how can I detect the pulses with a boardino to see if it works?

What frequency and what voltage? Also what duration of the pulses?

+5-12v . I do not know the frequency, this is a handle to move a selectable axis 1, 10 or 100 units.

It is basically a high-resolution rotary encoder with a knob on it for manually jogging a CNC machine. A spec sheet can be found at the manufacturer's site:
