A friend of mine is wanting to make a Dr. Who inspired Tardis hat complete with lights and sound. Would this work:

and hook up an LED or two to the speaker for the effect? Is there a way to play different tracks using that shield?

Yes. The sounds are stored as .wav files on an SD card and you can play as many as you can fit on the card. There are several free Arduino pins that could be used for controlling LEDs as well.
