Just to be sure, your external hub *is* powered, yes?

Most definitely! It is a Pluggable 7 port Hub that is listed as a verified peripheral on eLinux.org.

If it's externally powered, works in one place, but doesn't work in another, we've officially moved out of the realm of debugging and into the realm of Magic/More Magic. Some combination of effects is causing signal attenuation, the simplifying assumptions that make electronics easier to deal with than Maxwell's Equations probably aren't valid, so it's time to break out the chicken dance..
Try waving the thing around.. seriously. You may have a null spot at that location. Try putting a sheet of metal (pie tins and aluminum foil work) between the device and various other electrical devices. Don't ignore power strips or wall outlets. Try putting the metal about a foot away from the device and using it as a reflector for the wireless signal. Try moving your WAP around, and changing its orientation.
Also.. embarrasing as it may be.. check your wpa_supplicant file for typos in the network name and password. Strip out everything but the name and password, and see if that does any good.
