oh right, well the arduino board is connect via the DC power jack, but the wavesheild is directly from aref to 9v battery....
should i use a less voltage battery to power the waveshield?

You have the wave shield attached to the Arduino, so it is already being powered by the Arduino 5v pin.

Remove the upper battery. If you are lucky, you have not already damaged the microphone amp and the Arduino's ADC.

Connect the red wire from the upper battery to the 3.3v pin. The black is already connected to GND.

You also indicate that you are powering the LEDs from the 9v battery. That is too high a voltage and you will damage the LEDs and backpacks that way. The tutorial uses a 3xAA (4.5V) battery pack to power these. http://learn.adafruit.com/animating-mul ... cks/wiring

This diagram is probably more clear..

That diagram shows two power sources for the LEDs - neither of which is appropriate.
As I mentioned earlier, the ONLY safe place to connect a 9v supply in this system is to the Arduino DC jack. Do not connect 9v to any other pin or any other component.

The 3.3v pin is also not sufficient to drive your LEDs. It is not capable of supplying enough current and you could damage the 3.3v regulator. You should get a 3xAA (4.5v) pack or some other poser source in the 4-5v range for your LEDs.

Well i have just done wht you said and now i am getting the static noise. where should i connect the mic & 10k pot power connection?

Remove the red LED power wire entirely. Get a 4.5v supply for your leds and wire it as shown in the tutorial. http://learn.adafruit.com/animating-mul ... cks/wiring
Connect the red wire from the Mic and Pot to 3.3v.
Also connect a wire from 3.3v to AREF.
