I have followed the tutorial provided by adafruit for wiring the 16x32 display.
Also, I have checked the forums and other websites without finding anyone else with the same issue.
Instead of pin 8, the CLK (top right white wire on the gray connector), has been moved to Pin 11 as stated in the tutorial.
Furthermore, I have used digital pins 24-29 for each set of R, G, and B wires.

Does anyone know why this issue might occur?

One of your address lines isn't working. Check them again, maybe try a different set of jumper wires.

I'm going to try that now. I'm also a bit confused as to why my matrix has the additional row address select 'D'.
In the tutorial, the 16x32 they have does not have this select whereas the 32x32 does.
