I have a power supply connected to this breadboard but not switched on. The benchtop has grounded ESD matting. I can hold either leg of the led and plug the other into either red or blue rails and get light. The light is brighter the more skin I have on the matting and/or the closer I am but there is some glow without even touching the matting.

Connecting the multimeter gives me: around 3V when not touching, 9V when I touch at a distance and 17V touching with both forearms on the matting. Can't even coax a uA reading, however.

My questions are: How many neopixels can I power? can I sell electricity back to the grid? Will there be a Marvel superhero/villain character developed based on me? ... OK, ok, is there a logical explanation?

I would say you have a bad ground in your electrical system and just haven't touched the right thing yet. When you do you should smell BBQ.
