Miniature tracking device or controller

Hi, I am working on idea to have a chip (based on some micro-controller) which could be implanted or attached to a pet like cat or dog etc. I will use it to track the runaway pets at domestic level. What I am looking for is the miniature design so physical size should be small? Any ideas?

Around 10-20 km.

To get 10km to 20km of range, you'll need cellular modules like the FONA.
