Mintyboost ouput current

Hello! I built the minty boost circuit on a breadboard. I measured the current coming out of the cells to be 650mA. But the minty boost only outputs 100mA when an iphone 3gs is connected. Where is all the current being dissipated into? The IC isant hot. Everything else seems file. I do get 5V out of the chip. Is this a common problem?
